And now, the In the Loop Bad Timing Award for 1999--perhaps for the whole millennium--goes to the Republican National Committee's Rising Tide magazine. The cover of the magazine's spring issue is a Zane Grey-like depiction of a quartet in western garb behind some boulders with guns blazing. One has a sheriff's badge and white hat and says, "Hey, We're the Good Guys."

The issue focuses on the GOP's need to stop taking unfair, malicious criticism from those posturing Democrats and ways to get positive messages across.

The picture's politically correct too, with a Native American in the group ...
