Ailing fugitive Robert Lee Burns, who won a governor's backing as a shining example of prison reform, died at home early Tuesday after spending the last year of his life fighting a decades-old murder sentence in the getaway shooting of a California Highway Patrol officer.

The 71-year-old painting contractor was living under house arrest while the Oregon Court of Appeals decided whether California could force him to return to face the rest of a life prison term.

He was hospitalized 10 days ago in critical condition with heart ...
