WITH due apologies to Samuel Taylor Coleridge, it's a case of water, water everywhere nor any fish to catch. Every December sees the same weary scenario: Europe's fishing ministers arrive in Brussels outraged at the Commission's proposed quotas for the following year. After much haggling and horse-trading, a compromise is hammered out that satisfies few but allows each minister to claim that it could have been much worse.

Scotland's fishermen could be forgiven for thinking they've been here before. Because they have. No other industry, not even agriculture, has suffered more than fishing ...
