When Norfolk and Portsmouth were paired in a newly expanded Eastern District three years ago, it was assumed the Portsmouth schools would dominate in football.

After all, Wilson and Norcom combined to win three state titles between 1989 and 1993 and Churchland was on the upswing.

That prediction hasn't been wrong. Norcom won the district championship in 1996 and Churchland earned a share of the title in 1997. More surprising, however, has been Norfolk's response to the Portsmouth challenge.
