GREAT comedy, whether it's Aristophanes or Chaucer or ``The Simpsons,'' is itself an art form. And it is the one art in which Los Angeles city government excels, with its never-ending display of incompetence.

That's not to say City Hall doesn't have its share of other kinds of art, such as paintings and sculptures, but these tend to get lost - literally - in its ongoing comedy of errors.
