ALTON, Ill., Oct. 28 /PRNewswire/ -- Howard Phillips, an 8-year veteran of the U.S. Fish and Wildlife Service, has been named refuge manager at the Brussels District of the Mark Twain National Wildlife Refuge. The Brussels District, located near Alton, Illinois, is one of three districts along the Mississippi River that make up the Mark Twain Refuge Complex.

Phillips begins his duties at Brussels on November 23, 1998. An open house to meet the manager and discuss future refuge management issues is scheduled for December 15, 1998, from 5 p.m. to 8 p.m. at the Brussels ...
