THE poverty level in the Philippines can be lowered, as every politician loves to pontificate, but poverty can neither be eradicated nor will the majority of the disadvantaged classes enjoy the fruits of economic development until the fundamental issue of rapid population birth rate is confronted which tends to exacerbate, poverty and aggravates social problems.
