We shouldn't banish bureaucracy - we should humanize it

Stephen Leacock told of walking down the street one day with the Devil and passing a man carrying a lump of The Pure Truth. To Mr. Leacock's surprise, the Devil did not even flinch. "Doesn't that bother you, The Pure Truth?" Mr. Leacock asked. "Not at all," replied the Devil. "I shall simply get him to organize it."

Once the Truth is organized, it ceases to threaten the Devil. But without some form of organization and application it is not very effective. This is the dilemma of all reformers, those who would improve the world as a place to live.
