IT is understandable why President Gloria Macapagal Arroyo would rather spend more time and weekends outside of Metro Manila than being holed up in the Palace wading through stacks of documents, depressing reports, invitations, official calls, and accommodation appointments.
In the province, the preoccupation is "eating" - whether it be subsistence existence or enjoying cheap, freshly caught bounties of the sea.
The issues are neither Charter change nor the "no-el" proposal. Nor any undemocratic attempt or hasty removal of President Arroyo from office.
