Decades in the making, the most far-reaching transformation of the Public Health Service's (PHS) uniformed service was announced by Secretary of Health and Human Services Tommy G. Thompson, to a large assemblage of PHS commissioned officers and friends of the Corps in the Reserve Officers Association's Hall of Flags on Thursday, 3 July 2003. Secretary Thompson, an ROA member, was introduced by another ROA member, VADM Richard Carmona, USPHS, surgeon general of the United States.
