Despite complaints of regional unfairness, a judge has approved a formula for dividing $25 billion in national tobacco settlement money between New York state and its 62 counties.
State Supreme Court Justice Stephen Crane said that giving 51 percent of the money, or $12.8 billion, to the state, 27 percent ($6.7 billion) to New York City, which has five counties, and 22 percent ($5.5 billion) to the 57 counties outside the city is "fair, reasonable and adequate."
