The New York State Supreme Court has rejected Clark M. Clifford's effort to release some of about $19.2 million in cash and securities frozen in New York as a result of charges against the former defense secretary in a bank scandal.

Judge Stephen Crane's order sheds light on Clifford's personal and legal expenses and of his law partner, Robert A. Altman.

Clifford's assets in New York were frozen in July, when he was indicted in the fraud case involving Bank of Credit and Commerce International. Clifford appealed in November, saying he needed funds from his New York accounts to cover ...
