A proposal by the local Ethics Board to prohibit city employees from accepting anonymous gifts presents legal and ethical questions seldom raised in Wisconsin, state experts say.

If the policy is enacted by the Common Council, it will give New Berlin a stiffer and more specific ethics policy than required by state guidelines and one that may be unique to municipalities in Waukesha County.
