A research paper by Peter Mumford considers changes to car taxation which would favour a realignment of the relative costs to rural and urban motorists. This would cut fuel duty taxes but introduce a toll for urban road use. Road users paid taxes totalling [pounds sterling]32bn in 1999 with only [pounds sterling]6bn spent on roads. However, the social costs of congestion accidents, noise and pollution are estimated to have cost [pounds sterling]25bn or around 5.4p per vehicle kilometre, with congestion alone accounting for [pounds sterling]18bn.
