    The Irish Republican Army is, to paraphrase William Butler Yeats, slouching toward a cease-fire. 
    For a month now, it has been widely accepted that it is not a question of whether the IRA will call a truce but when. The visit last Friday to Belfast by a delegation of Irish Americans who have been cordial with Sinn Fein, the IRA's political news analysis wing, has led many to speculate the IRA would announce its cease-fire this week, perhaps in an effort to enhance the standing of its American friends.
