The Montgomery County school board voted unanimously yesterday to replace rather than remodel the 25-year-old Walt Whitman High School, a sprawling, 17-level facility that is plagued with structural problems and is largely inaccessible for the disabled.
But the chairman of the county's legislative delegation warned later that a decision to build a new school in an affluent area of the county is "not going to play well in Annapolis," where Montgomery has to compete with other fast-growing jurisdictions for limited state school construction money.
