Feb. 27--Change is never easy.
Edmond's new Title 22, the city's zoning ordinance, has been rewritten to improve clarity and organize it better, said Councilman Charles Lamb, chairman of the group that revised the document.
City Planner Bob Schiermeyer said one simple but critical change is that the word "should" often has been replaced with "shall," making planning requirements that were once negotiated by the council mandatory.
