THE Philippine Charity Sweepstakes has come up with another scheme to eliminate jueteng and masiao in the form of the Triple Cash and Money Bags, which is popular in the US, Canada, and Australia. For R20, the winner can win as much as R200,000.

The PCSO holds that legitimate numbers game will eliminate illegal numbers game, but it isn't likely that the bishops behind the anti-jueteng campaign are going to accept the argument that it will do the trick. What they'll see is another lottery.
