The fact is that Labour are not really bothered about what words mean.
Tony Blair and Jack Straw are, or so they say, "tough on crime and tough on the causes of crime". Jack Straw is never happier than when castigating the Hampstead Liberals and slamming the English as having a propensity for violence. I suppose his argument is that the increase in violent crime therefore is nothing to do with him, it is built in to people who live in England.
