FROM 1994 to 1998 Robert M. was a student at Bret Harte Union High School, which is in a district of the same name located in central California near Yosemite. He received some Section 504 accommodations during his first three years, and in October of his senior year the district found him eligible for special education under the Individuals with Disabilities Education Act (IDEA), with the classification of "other health impairment."
