Does anyone know the name of the literary device that repeats a letter in the beginning of each sentence? Is it alliteration or anaphora?

Here is an example: (The letter that is repeated is F)
"Fantastic ways for car-owners. Fabolous for nature! Fabolous for life!"

Alliteration implies repeated consonant sounds in close proximity. Peter Piper uses alliteration. Tom's example is anaphora, since it repeats a phrase directly. The subsequent anaphora has resonance with the first line, but I think is too removed to create a proper alliterative rhythm.
