I'd give the nod to Poe. Usher is a better conceived story than The Black Monk. What's interesting is that Chekov and Poe each only wrote one novel: The Shooting Party (Chekov) and The Narrarative of Arthur Gordon Pym (Poe).
The short stories of both authors are very much better than either novel. I've read both novels just to say I have read them, but there's not a lot to be gleaned from either.
