    The best villains are the ones who believe themselves to be heroes. Luthor is a compelling villain because he (at least in most incarnations, Gene Hackman version not included) doesn't think he's evil. He believes that he's doing humanity a favor by trying to protect it from the unpredictable menace of Superman.

    The Joker is great, but he's far too aware that he's evil.

    What did Luthor ever do? I never read Batman or Superman comics. Too...obvious. Give me 2000AD and later SHADE THE CHANGING MAN and DOOM PATROL.

    If you're a 2000AD fan, you might be interested to know that Alan Grant had a very long and excellent run writing Batman a long time ago. Especially his classic teaming with Norm Breyfogle on art.
