NASHVILLE, Tenn. Not content with forbidding the teaching of Darwinism in the schools of this State, the Tennessee School Board has barred H.G. Wells' ''Outline of History'' from all schools and public libraries. The reason for this is that Mr. Wells in this book sets forth theories regarding the birth and descent of man that conflict with the Biblical version. The School Board announced that it will continue a strenuous campaign against all literature in conflict with Biblical teachings and indicated that several other books would be barred.
