A majesty's library

I recently saw this little item in the paper in a column on books:
"On 18 May 1832, Thomas Carlyle scribbled in his diary: `What a sad want I am in of libraries, of books to gather facts from! Why is there not a Majesty's library in every county town? There is a Majesty's jail and gallows in every one.' Delicious! Substitute 'government' or 'state' for 'Majesty' and Carlyle could be writing about America, 166 years later, but for the paucity of gallows - a failing bemoaned by no small number of Americans, few of whom, I would argue, are regular library browsers."
