Neil Young has always been an artist of such wild creative swings that it isn't surprising to hear he's done a concept album. "Greendale" is sort of a rock version of Sherwood Anderson's "Winesburg, Ohio," the 1920s collection of short stories about a small town. Young's version concerns a modern-day California town and uses the stories of its inhabitants to craft a political statement more potent than anything he has done since he wrote "Ohio" in 1970.
