MINORITY REPORT.

The best and most courageous newspaper in this city is called Cumhuriyet, which means "republic." In a 1986 report on political rights in Turkey, cited by Helsinki Watch, astounded readers learned That a book of Plato's with an oddly similar name had been banned by the military authorities. Nor was that all. The works of Maxim Gorky are banned, the writings of Henry Miller are banned, and there is a state paper mill where undesirable books and publications are sent to be pulped. According to Cumhuriyet:
