Gennady Gerasimov, the Soviet Foreign Ministry spokesman, is quick with a joke, and yesterday's ominous storm apparently didn't sober him any. A few reporters encountered him wandering through a hallway on the cruise ship Maxim Gorky, and asked what he thought of weather so fierce that it had forced the cancellation of a meeting between the leaders of the world's two superpowers.
