OAKLAND -- Standing at the foot of Broadway one recent balmy afternoon in what is now the heart of Jack London Square, James Falaschi took a look around and shook his head.

Despite the cloudless sky, picture perfect views of the Oakland Estuary, and a dozen or so retail shops open and waiting for business, the square was virtually empty.

"There is nobody down here," said Falaschi, a partner in a development team seeking to redevelop the square. "The critical element we are missing ... is people."
