PARIS [The Herald says in an Editorial:] Fable and modern fiction have attributed to men the ability to create monsters which proved the direct menace to their lives. Now we have Mr. John Galsworthy ascribing to science this character, declaring that it ''will devour us unless by changing international thought we can create a general opinion against new powers of destruction so strong and unanimous that no nation will care to face the force which underlies it.''
