WASHINGTON House Speaker Newt Gingrich recently told the Congressional Black Caucus it had conservative Rep. J. C. Watts Jr. to thank for persuading Republicans not to go after affirmative action.
For Watts, the lone black Republican in Congress, the advice was pragmatic.
