Hey! I might be able to help you with this. I don't think that Governor Bellingham represents hypocrisy, but I think he could represent the power. Either that, or come up with something along the lines of he thinks he's doing the right thing, but he doesn't really understand what's truly going on. Also, your theme statement, or as most people call it, thesis statement, is only supposed to be short and sweet. Don't make it too lengthy. Make sure it's short, and to the point.
