Born at least after 1969 because I doubt he's ever read Oliver Queen stories when he didn't have a beard. Even I'm starting to get curious.
All I know is that he's still in school. So that's probably between the ages when guys have their male-equivalent of "debuts" and determining that you are not legally "young" for the world anymore.
