Most modern Pagans reject the idea of black magic or white magic. For many Pagans it is more about recognizing the importance of the balance between light and dark and understanding that both are equally necessary and important and each have their uses.
For Pagans who do believe in the use of magic, the magic itself is not considered to be black or white, but it is the individual who may choose to do either good or bad with it. It is all about the intention of the person using the magic.
Magic is just a tool, on its own it is not good or bad, but depends on how the individual chooses to make use of the tool.
