Great paintings should be in (ideally) museums or places of some public access or privately owned? The latter, perhaps(?) encourages and spawns more art and more artists, but it comes at a societal price. More and more great paintings are ending up privately held and museums don't have the budge to compete.
I say both for the solid reasons you gave. Painters' labor should have as much access to the free market as any other laborer. However, once it is established a certain artist is a significant part of a country's, or the world's, culture, there should be some requirement for private owners of that culture to share it in a manner benefiting both society and the owner.
