Creating art and enjoying/appreciating art isn't just vital to the rich and some of the middle class; it's important to everyone. Without government grants, funding, and/or scholarships, most poor Americans with artistic talent couldn't afford to develop it or afford access to films/museums/concert/ballet performances and have great art in their lives. Since access to creating art and appreciating it is vital to all, it is as much the government's responsibility to--through our own tax dollars--support such creation and appreciation of art for all of its citizens as it is to provide its citizens education, a police force, and other civil services.
If we can outlandishly over-finance our military to please weapons companies, provide billions in subsidies to oil companies, and give the obscenely rich billions in tax cuts, we can certainly support our society's poorer artists and provide all of our citizens with art of many mediums for their personal and our societal betterment.

Nay to soccer, I never feel like watching a bunch of guys stand on a field for over an hour and not score any goals.

Are teeny basilisks cool?
If you're referring to the "Jesus Lizard" then yes, they are very cool. I used to really love reptiles when I was quite a bit younger and owned some Anoles and a Tokay gecko, the Basilisk is one of my favourite lizards.
