Well, Joulupukki is the guy in the red coat who brings Christmas presents for the well-behaved children (and maybe well-behaved pirates too :D), so in that sense it does mean Santa Claus. Literal translation of "Joulupukki", however, would be "Christmas goat". Foreign Santa Claus was combined with traditional Finnish "nuuttipukki", which used to take Christmas away on 13th January, on the day of Nuutti (Finnish form of the name "Knut").
