Tommy was a naughty boy ???

I'm trying to trace an old poem my nan used to tell me probably some 35 years ago -

I'm sure it was about a little boy called Tommy who was very naughty - can't remember the lines exactly but there was something about him filling other boys 'boots with water to the brim'
