O'Brien gives the best clue to the truth, which is that BB doesn't exist as a person. He exists as a concept and can never die, which means that the person of BB cannot exist - he will never change and the lictures of him will remain the same forever.
Power is vested in the Inner Party, which merely sticks to the doctrine in evidence in the book.

Probably, there is a team, a more or less secret team behind the party. Big Brother could be just an abstract image applied to work as a reference for people. The development of a technology for mass communication (a unique Broadcast TV system, home and public telescreens, etc) could be enough to create a virtual icon, and even an anti-hero (Emmanuel Goldstein), both apparently true, one for good, other for evil. So, the primeval conflict between light and darkness would be turned on into the proles minds, assuring their control by the real team via the manipulation of BB & EG images. Historically, we can recognize that even the totalitarian leaders always belong to a specific movement of people, they are leaders while they are identified with the interests of these movements. In my country, Brazil, during the dark times of military dictatorship (1964-1984), a team of right-wing military and civilian guys always supported the respective dictator (we had five different dictators) so that these ‘gorillas’ were never alone.
