modern novel... hmmm... i think what virginia woolf was trying to achieve in that passage is Mrs Dalloway's perception of that June day in London. she wanted to create an impression of how Mrs Dalloway felt at that precise moment; a subjective interpretation of Mrs Dalloway's reaction to the people she remembers, and those things she hears and sees.
try answering it using modern novel writing techniques: subjectivism, stream of consciousness etc. Erich Auerbach makes a profound critical analysis of Mrs Dalloway in the essay " Brown Stocking". check it out
