Villette actually means "little city" in french. One could take this literally in regards to where Lucy Snowe is staying, or figuratively in regards to the cast as making up the "little city" of Lucy's mind.
Its obviously a place in france.
It's meant to be in Belgium, based on Bronte's own experience.
