No it's not Subby. You can put a comment but no one else. I think there are two places you've got to unlock it. One is in the blog control panel and and one is right under your blog write up.

Subby, you;re back from another adventure. I wanted to comment in your blog but you have the allow comments box turned off. It's a default setting and I think you need to change it in your blog control panel. So you're robbing the cradle and going after young boys.
