All totalitarian regimes so far have been inefective mostly because people were quite aware of absurdity which rulling party tried to impose, in other words, they always thougt of better future, of being free, therefore instead of love, trust they felt absolute hate, despect - G. Orwell's provided control of the thoughts in "1984" would be a great solution, it would be totalitarian regime's complete victory, perfection! In addition, the way in which he explains how the control of thoughts will be reached is quite believable - controle over ones mind makink him suffer, thus destroying the world that is outside of his mind, the world where 2+2=4, it is not imposible, because not a single human being has born with a fixed nature, the regime, enviroment has made it, "man's nature is changeable" says Orwell.The book therefore could be regarded as warning about how far would go totalitarian regimes in future! It is not fantasy - the end of history has not come!!!
