Andrews and Mitrokhin, in their book, The Sword and the Shield, make the point that the collapse of the Soviet Union was due largely to the fact that the constant local censoring of public speech carried out by the KGB was relaxed when the Soviet state began reforming. And it was recognized that the relaxation was a central element in the fall of the Soviet state. I forget the particular page number in the book where this is described, but it's in the last quarter of the book pages.
