If you search for "The Museum of Extraordinary Things" on Google Books, you will find the page from which this quotation comes. The original author's intended meaning doesn't appear to have been cryptic or complex: essentially, her character Maureen is simply saying that people are cruel. [They've just walked past the public electrocution of an elephant in New York.] Then the narrator says "I wasn't so sure Maureen was right..."
