Preposition brainstorming

Hello...

I’m creating a sentence or a quote but I’m sort of stuck with the preposition to link this two sentences to rhyme nicely.

A riot is the root of terror which creates commotion and confusion ....??? the ultimate act of destruction.

I’m not sure if it’s “then lead to the ultimate....” or “resulted in the ultimate...” or maybe something else.

Would someone help me please.
