Why hasn't Mr. Charrington told the thought police about Winston ana's Julia when not is clear that they are doing something they are not supposed to be? And also, why are Julia and Winston okay wth going to the room so often, even when they know that they will eventually be caught?

Mr. Charrington hasnt told the thought police about Winston and Julia because he is a member of the thought police. He knows what they have been doing and he knows that they are committing thought crime, but he lets it play out so that they become attached to the feeling of freedom that they get when being in that room. Theyre allowed to do and say whatever they feel with no telescreen watching, etc. So when Mr. Charrington does turn them in, it will hurt them a bit more because they became attached to that small bit of freedom.
