I see nothing wrong with B and D. May I know why B and D can not work?

B-"with" is missing and the verb should be in the Present Continuous.
D-The verb is wrong (it should be "rise") and again it should be conjugated in the Present Continuous. The preposition isn´t correct either: inflation rises in the country not over the country.
