It doesn't mean much. It really just indicates that what follows will be an attempt at persuasion. I suppose it ultimately means: "Come over to my point of view"; but really, it's just a way to start a persuasive sentence. For example, "Come Dr. Barrymore, we all know it's you in that gorilla suit!" It has the same meaning as: "Oh, come now."
