Why would you limit yourself? Standard is just the dominant dialect anyway.

It makes sense to use any dialect. It might be best for those who don't know a non-dominant dialect to be more cautious with using it, unless they are writing comedy.

If you're talking about English, I would recommend sticking to standard for narration, especially if you're a beginning writer. Dialect can be effective in quoted dialogue, but it's important to use the dialogue authentically/correctly. An experienced writer might be able to use dialect in narration, especially if it's a dialect he/she is very familiar with, but even then, I think use of dialect in narration is risky as it may be difficult or tiresome for a reader unfamiliar with that particular dialect.
